Legislation Calls For Legislative & Local Approval
Tuesday, June 13, 2000
The New York State Senate today passed legislation (S.8109) which would require legislative authorization and local approval prior to the State entering into any contract to allow Indian tribes to open a gambling casino on non-tribal lands which are held in trust by the federal government.
This legislation would assure that there is sufficient State and local input into any gaming contracts for a casino on non-tribal lands, Senate Majority Leader Joseph L. Bruno said. Most importantly, it will give the ultimate say to residents of the county where a casino is proposed. In addition to ensuring legislative input and local approval, the bill includes important labor protections for people working at jobs related to a casino.
The bill is similar to a program bill submitted by Governor Pataki to address a proposal to establish a casino on non-tribal lands in the Catskills. The bill would not allow the operation of slot machines at any approved casino and would require that New Yorks labor law, the workers' compensation law and the human rights law apply to anyone whose employment is related to either building the casino or working at the casino.
The bill was sent to the Assembly.
