BRUNO BILL TO CREATE CLIFTON PARK-HALFMOON LIBRARY DISTRICT SIGNED INTO LAW
Thursday, October 18, 2001
Legislation sponsored by Senate Majority Leader Joseph L. Bruno (R-C, Brunswick), that authorizes the creation of a library district to serve residents of the towns of Clifton Park and Halfmoon, has been signed into law by Governor George Pataki. Creation of the new district is subject to the approval of a referendum in both towns in the November election.
"Currently, the Clifton Park library also serves residents of Halfmoon as a result of a contract between the two towns," Senator Bruno said. "This proposal, if approved by voters, would help ensure a high quality of library services for people in Clifton Park and Halfmoon. It would enable residents to establish a joint library district that would provide for a library board with representatives from both towns who would also determine the library's budget and the tax revenue necessary to support library services."
The library district would include all of the town of Clifton Park and the portion of Halfmoon located outside of the limits of the Mechanicville and Waterford public school districts. The proposal must be approved by a majority of voters in each town in order to be approved.
The law, which was requested by both town boards, calls for the establishment of an eleven member library Board of Trustees to be comprised of eight people from Clifton Park and three from Halfmoon. The library board would be required to submit a proposed budget and tax levy to the respective town clerks. The tax levy to support the library district services would be apportioned appropriately between the two towns and subject to the approval of town voters.
