Dear New Yorker,
Last spring the State Legislature approved an on-time state budget for the first time in 21 years. This fall, the people of New York will have an opportunity to ensure that every State budget is on time. Proposal One on the November 8th ballot would fix the budget process and put an end to late state budgets that create financial hardships for schools, hospitals, localities and hard working taxpayers.
No longer would educators, health care providers and not-for-profit groups be left to guess how much state aid theyll receive because the State budget is late.
Proposal One would help the state set essential priorities now and in the future by providing more time for review of the Governors proposed budget; more time for public input on the budget; and more money to be set aside in reserve for emergencies. The budget reform plan would also require the Governor to submit a two year appropriation for school aid to help school districts better plan for the future.
In addition, Proposal One would restore the balance of power between the Governor and Legislature and bring it more into line with most other states.
The budget reform proposition is supported by Republicans and Democrats, as well as independent good government groups such as the League of Women Voters, NYPIRG, and Common Cause.
This years on-time budget was an important first step in turning Albany around. Passing Proposal One on November 8th is the next crucial step to a more open, accountable and functional state budget process. Approval of ballot Proposal One will ensure that on-time budgets become the rule in Albany.
Sincerely,
Joseph L. Bruno
State Senate Majority Leader
